I am new to OALP, I have question about dimensions and measures. Are dimensions and measures created before the creation of cubes? Or they are created at the same time cubes are created?

Hi Helen,
You have to design you cubes first. You have to find out all the cube reports you'll need. After that you'll know which dimensions and measures you'll need. You can create SHARED dimensions or measures after that. As you create a cube you can add the shared dimensions and measures, if you need you can add new dimensions and measures spesific for that cube.
Try the tutorials first.
